The King County Prosecutor has charged a former Todd Beamer High School nurse and Auburn resident with child rape for allegedly forcing sexual relations with three students.
On Jan. 8, Mark David Glenn, 51, was charged in King County Superior Court with third-degree child rape, second-degree sexual misconduct with a minor and communication with a minor for immoral purposes. He had been held on $100,000 bail but was released after posting bond on Jan. 16. His arraignment is Jan. 23 at the Kent Regional Justice Center.
Glenn was a nurse with the Federal Way Public Schools district from December 2018 through September 2019. He was employed by Career Staff Unlimited, a third-party employment agency that contracts health care professionals with schools, according to charging documents.
According to court documents, Glenn met with each of his victims in the school’s nurse’s office. which is where his alleged sexual misconduct occurred.
In October 2019, the district was made aware of Glenn’s sexual relationship with a 15-year-old student, which had begun the prior spring, according to court documents. In March, the student allegedly began to spend time in the nurse’s office alone with Glenn, where, she said, he made sexual comments and complimented her appearance, the documents state. On several occasions, Glenn allegedly grabbed the girl’s buttocks, had her sit on his lap and asked if she could touch him.
The teen also shared with police that during her visits with Glenn in the nurse’s office, he allegedly “talked about a variety of inappropriate topics with her” and “broke a lot of HIPAA laws by talking about other students and their parents,” the documents state. The victim later told police that Glenn made sexual comments about other staff members, allegedly talked about bringing a gun to school and “commented that he knew how to use a gun.”
At some point during a nurse’s office visit, Glenn allegedly told the victim he would like to have sex with her, the documents noted.
Glenn also allegedly asked the victim to hang out outside of school, and the two began communicating through Kik, an online messaging app. Throughout their one-to-two months of communications, Glenn allegedly sent the victim a photo of his penis and a video of him masturbating, asking the teen to send him a sexually-explicit video in return, which the victim declined to do.
Around April 2019, Glenn, then working at Decatur High School, invited her to meet up with him. He picked her up in his car between Todd Beamer and Lowe’s in Federal Way, then parked by a trailhead near Wild Waves.
Glenn allegedly then told the victim to pull down her pants, and began to rape her while also touching himself. The teen then told Glenn “it was uncomfortable and that she didn’t really like it,” the documents state. During this incident, the teen said, Glenn received messages from his wife. The student then told Glenn she wanted to go home, put her clothes on and had Glenn drop her off at Illahee Middle School.
The teen later told a child forensic interviewer “that the entire incident was painful while Mark was molesting her.” She also told investigators Glenn texted her after the incident and told her he “had a good time.”
In later interviews with police, the student said “it makes her sad when she thinks a lot about what happened to her” with Glenn, documents noted.
The district found out about the first student in October 2019, a month after Todd Beamer administration learned of Glenn’s alleged sexual misconduct with a second student in September, according to the documents. Glenn allegedly asked the second student, “if he could ask her an inappropriate question” and asked “if the carpet match[ed] the drapes” when she was in the office while ill.
In the same nurse’s office visit, the second student alleges that Glenn asked her to remove her pants while he was giving her a bandage for a minor injury, which the then-17-year-old girl refused to do.
Glenn allegedly then told the victim she had to stay in the office and “made her feel as if she couldn’t leave,” court documents continue. The victim told police that Glenn’s comments and actions made her feel panicked, disgusted, uncomfortable and unsafe, according to the documents.
When the district was made aware of this incident, the documents state, Glenn was terminated shortly after. Career Staff Unlimited informed the district that Glenn had been fired and the agency was actively working to remove his license.
Glenn’s credentials as a licensed practical nurse expired on Nov. 9, 2019, according to the Washington State Department of Health.
A third student, who was 16 at the time, told her mother at the end of the school year that Glenn had allegedly made comments about her appearance, telling her “she was ‘not cheerleader hot but next door hot.’” The student revealed in later interviews with police that Glenn allegedly asked her to lift up her shirt, touched her buttocks and when she went to leave the nurse’s office, Glenn allegedly “placed his hands on her hips in order to turn her around to face him … then used his left hand to pull her pants away from her body and his right hand to reach inside of her pants and underwear to touch her vagina.”
The victim pushed him away and then punched Glenn, according to the documents, and later told police she “felt disrespected and angry and that she was surprised by what Mark did to her.”
According to the charging documents, Glenn “did abuse a supervisory position within that relationship in order to engage in sexual contact” with the victims.
The Federal Way Public Schools district’s chief of communications, Kassie Swenson, released a statement about the allegations against the former Todd Beamer nurse.
“In addition to education, the safety and well-being of our students is the district’s highest priority,” then added: “This person was never an employee of Federal Way Public Schools.”
“In September 2019, allegations of inappropriate and unprofessional comments were reported to the district. The allegations reported at that time were not criminal in nature,” the district wrote. “The district appropriately responded by immediately removing the individual from the school, contacting the contracting agency and terminating his assignment.”
In October 2019 when potential criminal allegations were reported, the district contacted law enforcement to ensure the allegations were thoroughly investigated.
The district connected all students who’d reported the allegations with support resources, along with taking precautionary steps by contacting families of students who’d signed into the health room while the nurse was on duty, the district stated. It is unclear how many students went to the nurse’s office while Glenn was a nurse at both Todd Beamer and Decatur high schools.
“Federal Way Public Schools’ hiring process requires every employee, including contract agency employees, to complete and pass a Federal Bureau of Investigation and Washington State Patrol fingerprint and background check,” the district wrote.
All staff are also required to take harassment, intimidation and bullying training annually, and all staff are also trained on appropriate staff and student boundaries, the district told the Mirror.
“During the orientation process, all staff are made aware of our professional conduct and privacy policy,” adding: “All of these requirements apply to those individuals who provide services in our schools through contracting agencies.”
Federal Way Public Schools has contacted hundreds of parents and guardians of 573 students at 20 schools who may have been in contact with Glenn, among them, Thomas Jefferson High School, Sequoia Middle School, and Merideth Hill, Camelot and Valhalla elementary schools.
