Pacific appoints Richard Gould city administrator/finance director

The Pacific City Council voted unanimously Monday to appoint Finance Director Richard Gould as city administrator. "He'll be the oversight over the department heads," said Mayor Leanne Guier. "Basically, he'll be the in-between, between me and the department heads.

The Pacific City Council voted unanimously Monday to appoint Finance Director Richard Gould as city administrator.

Gould started working for the City of Pacific as an interim finance department employee on July 23, 2013. On Oct. 28, 2013, Guier appointed him to be City’s finance director.

After months of neglect under the administration of former Mayor Cy Sun, Guier said, Gould was “instrumental” to getting the City’s bookkeeping back on track.

“He’s also worked with the personnel in the financial department,” Guier said. “We went through in rearranging some of the positions, finding out which people were better at doing what, and getting them into positions they are good at. He’s really good at recognizing what people are best at and putting them in those positions.”

Gould graduated cum laude from the University of Washington in 2011 with a bachelor’s degree in management.

His municipal government experience includes stints as a staff accountant with the City of Shoreline and as the finance director for the City of Carnation. He was the interim city manager for the City of Carnation from June 2002 to March 2003.

“I like his management style,” Guier said. “He has a real calm demeanor, and he’s real easy to work with.”

Five out of seven council members voted to appoint Gould. Vic Kave and Clint Steiger were absent.
