Pacific top cops still locked out by Mayor Sun despite Civil Service Commission ruling

The acrimony between Pacific Mayor Cy Sun and the City's police force ratcheted up a level this past week. On Thursday the city's Civil Service Commission reinstated Chief John Calkins and Lt. Edwin Massey, overturning their suspension and clearing them to return to work. Two weeks ago the officers were placed on paid administrative leave pending an investigation by Sun into "intimidation and harassment."

The acrimony between Pacific Mayor Cy Sun and the City’s police force ratcheted up a level this past week.

On Thursday the City’s Civil Service Commission reinstated Chief John Calkins and Lt. Edwin Massey, overturning their suspensions and clearing them to return to work.

Two weeks ago the officers were placed on paid administrative leave pending an investigation by Sun into “intimidation and harassment.”

Sun has declined to reveal the details of the investigation.

After Calkins and Massey appealed the suspensions, the Civil Service Commission ruled that Sun’s actions did not satisfy the “procedural requirements for any suspension, with or without pay…” and reinstated the officers to duty on Friday.

Rather than be allowed to return to duty, however, Massey said he found himself locked out of his office when he reported to the police station on Friday.

“I just want to do my job,” Massey told KING-5 News. “He (Sun) told me that he did no approve my return and that he would not let me back in. Then he walked out.”

Calkins is expected to report back to the police station on Monday, but according to Sun, it’s unlikely he’ll allow his top cop to go back to work.

“…I have the final decision,” Sun wrote. “As it is, I’m holding them on paid Administrative Leave because I’m responsible for all the employee’s safety and the City’s liabilities. That is above the Civil Service Rule.”

The Pacific Police Department is currently operating with just six officers, four patrol officers, a sergeant and a detective.

Before Sun took office in January 2012 the department was staffed with 13 officers.

UPDATE: According to the Committee to Recall Cy Sun’s Facebook page, Massey was able to find another set of keys and return to work on Friday, despite Sun’s efforts to lock him out.
